<p><strong>What most qualifies you for this position?</strong></p>
<p>My legal knowledge, judicial demeanor and temperament, and history of public service qualify me for this position. I have presided over trials and adjudicated thousands of cases, in one of the country’s largest and most diverse court systems. And in each instance, I have presided with one guiding principal: fairness.</p>
<p><strong>What do you see as the most critical administration of justice issue facing the courts? How would you address it?</strong></p>
<p>The most critical administration of justice issue facing the courts is fairness (followed by access to justice; expedition and timeliness; independence and accountability; equality and integrity; public trust and confidence). This is best addressed by electing qualified judges who are also humble, fair, and diligent.</p>
<p><strong>Do you think the current rules to recuse are sufficient to maintain trust in the judicial system?</strong></p>
<p>As Thomas R. Phillips, retired Chief Justice, Supreme Court of Texas, wrote, in the paper “Fair Courts: Setting Recusal Standards,” today, no litigant, acting in good faith, should be “saddled with a judge whose fairness can be reasonably questioned… now as never before, reinvigorating recusal is truly necessary…”</p>

			<content:encoded><![CDATA[<p>Ursula was elected to be a Delegate to the Texas State Democratic Convention!  This past week, Democrats from around Texas met for county conventions. While only elected Delegates and Alternates were able to vote on matters before the Convention, anyone who voted in the 2010 Democratic Primary was invited to attend and be elected as a Delegate or Alternate to the State Convention, which is set for June 24-26, 2010, in Corpus Christi. The Conventions provided an opportunity to meet fellow Democrats, get involved in the local Party, and hear from Democratic candidates.</p>
